Mayors from various municipalities exposed with their hands in the VBS Mutual bank “cookie jar” must not only pay back the cash, they should also end up in jail [wearing orange overalls], according to Limpopo Democratic Alliance (DA) Premier Candidate Jacques Smalle.
Smalle confirmed in a statement on Monday DA has asked the Office of the Public Protector to probe those implicated in the VBS Mutual Bank debacle, saying it must conduct lifestyle audits in relation to every single person named in the VBS scandal.
“DA has requested the Office of the Public Protector to investigate the Executive Mayor of Vhembe District Municipality, Florence Radzilani alongside others from various municipalities involved in the VBS Mutual Bank debacle,” said Smalle.
On various occasion, said Smalle Radzilani has denied any bad behaviour.
“She is neglectful of the damage she has caused the residents of Vhembe by contributing municipal assets with VBS Mutual Bank. The DA can confirm Vhembe Municipality deposited more than R800 million into the VBS,” said Smalle.
Deposits made by the affected municipalities contravenes Section 7(3)(b) of the Municipal Financial Management Act (MFMA), which states that a municipality may not open a bank account with an institution not registered as a bank in terms of the Banks Act 94 of 1990.
Section 52 of the MFMA that states that a Mayor of a municipality must provide political guidance of fiscal affairs of the municipality.
As indicated by the Heist report, Radzilani got an amount of R300 000 as a “Christmas” bonus and after that griped that her juniors received R1.5 million and therefore she deserves more money.
“It is unclear why the Limpopo Provincial Treasury failed to pick up in any of the unlawful deposits made by municipalities which occurred since 2014. This is a huge indictment on the Department and they owe the public answers,” said Smalle.
The DA urges the Public Protector to probe the VBS Mutual bank scandal with immediate effect as Limpopo Premier, Stan Mathabatha lacks the political will to act against implicated politicians and mayors like Florence Radzilani.
“The Premier is trying to save face and protect failing ANC comrades, as it has also found the failing ANC with their hands in the VBS cookie jar.
Not only should these individuals pay back the money but they should end up in orange overalls,” added Smalle.
