Congress of South African Trade Unions (COSATU) is deeply disappointed that its ally, the African National Congress, has ignored its own “step aside” resolution by swearing in Zizi Kodwa as a Member of Parliament.
According to COSATU’s Parliamentary Coordinator, Matthew Parks, this decision is poorly thought out and undermines the ANC’s efforts to hold public representatives accountable.

Kodwa resigned as Minister of Sport, Arts and Culture on June 5, 2024, after appearing in the Palm Ridge Specialised Commercial Crime Court in Ekurhuleni on corruption charges involving R1.7 million
“What was the point of his resignation if he was just going to be sworn in again?” Parks asked.
This move raises doubts about the ANC’s commitment to renewing itself and winning back public trust, especially after a decade of corruption and state capture.
Parks expressed sympathy for Kodwa’s difficulties, but emphasized that it’s not suitable for Members of Parliament to be in and out of court.
COSATU had hoped the ANC would take the recent election results as an opportunity for self-reflection and correction. Parks remains hopeful that the ANC will eventually come to its senses.
