Despite progress made in negotiations, Democratic Alliance (DA) announced on Tuesday it has not yet reached an agreement with African National Congress (ANC) on the composition of government for Gauteng based on National Statement of Intent signed on June 14.
The DA Provincial Leader, Solly Msimanga, proposed an approach constituting Government of Provincial Unity in a letter dated June 22, 2024.
However, the DA claimed they have not received a reply to the letter, which they plan to distribute.
According to DA, the key issues at hand include Clause 16, which defines principles of proportionality, inclusiveness, and respecting the will of voters, and Clause 19, which outlines principle of “Sufficient Consensus” in decision-making.
DA expressed frustration with ANC’s proposed allocation of 3 out of 10 Cabinet seats to the DA, without disclosing their own intentions or those for other parties.
This lack of transparency has hindered building of trust between two parties.
DA claimed ANC admitted they intended to allocate 3 seats to the DA and 7 seats to themselves, out of a total of 11 Cabinet positions including ANC Premier.
According to terms of agreement, ANC was allocated 55% of seats, while DA get 45%.
This division falls short of requirements as it leaves the Inkatha Freedom Party (IFP) out entirely, despite their involvement in the national agreement from the beginning.
On Tuesday, ANC proposed to reduce number of seats allocated to political parties from seven to six.
DA will retain three seats, while Inkatha Freedom Party (IFP) or Patriotic Alliance (PA) will be given one seat.
However, the DA is seeking further clarification on these numbers.
DA said it remains committed to ensuring the government of Gauteng is formed in a fair and inclusive manner, in accordance with principles outlined in the National Statement of Intent.
In response to stalled negotiations, ANC General Secretary, Fikile Mbalula announced a media briefing will be held at Luthuli House on Wednesday morning to address latest developments.
