DA takes ANC cadre deployment policy to court

The Democratic Alliance has filed papers in the North Gauteng High Court on Friday to have African National Congress cadre deployment declared illegal.

The DA, leader John Steenhuisen said the ANC’s policy is inconsistent with the Constitution, and therefore it must be declared invalid.

Deployment of successive ANC cadres to positions at Eskom is the root cause of its fall from one of the world’s top utility companies to the bankrupt and broken institution it is today, according to Steenhuisen.

He cited Brian Molefe among those who held senior positions, including Board and Chief Executive Officers, and Chief Financial Officers, at the electricity parastatal.

“The evidence includes cadre deployment minutes from 2018 which contains ‘historic court action’ testimony given before Judge Zondo at the State Capture Commission by a wide range of people, and the ruling party’s own policy document which defines cadre deployment and how it is used to capture the state,” said Steenhuisen.

According to Steenhuisen, this is a significant and unusual legal action because it would be the first time ANC policies are challenged in court.

“The DA is at war with ANC, and the way it operates as criminal syndicate. We have long recognised cadre deployment policy has been essential mechanism enabling racketeering operation of its patronage network.”

“We are fighting for ordinary South Africans who have been affected by this policy for years, including load shedding, exorbitant fuel and energy prices, poor service delivery, a sluggish economy, high unemployment, collapsing infrastructure, and widespread corruption at all levels of government.”

Steenhuisen believes that cadre deployment should be replaced with a professional appointments. adding that this battle must be won, and it is worth fighting.
