U.S. claims breakthrough in Ukraine peace talks as Rubio cites “most productive day”

United States Secretary of State Marco Rubio announced significant progress in Ukraine peace negotiations during a Geneva press briefing Sunday, calling it the “most productive day” in 10 months of talks.

Diplomats narrowed 26 contested points in a draft agreement following three weeks of technical consultations and a 96-hour sprint of direct engagement with Ukrainian officials, including on-the-ground coordination by the U.S. Army Secretary in Kyiv.

Key unresolved issues—described as “not insurmountable”—include semantic disputes, high-level policy decisions, and multilateral coordination with North Atlantic Treaty Organisation (NATO) and European Union (EU) partners.

Rubio declined to specify concessions but emphasized Ukraine’s need for “safety guarantees” against future invasions, hinting at discussions resembling NATO Article 5 mutual defense clause.

The framework, initially a 28-point “foundational document,” evolved through input from Ukrainian legislative, executive, and military stakeholders.

European national security advisors were briefed separately on provisions requiring continental consensus. While Russia’s approval remains critical, Rubio stated the U.S. incorporated Moscow prior “non-paper” proposals into the draft.
